Tie spices in cheesecloth bag or gauze and place in sauce pan. Add 2 cups of the cranberry juice cocktail, the raisins, and the sugar, bring to a boil. Simmer, uncovered, for 1 minutes. Remove spices. Before serving add remaining cranberry juice and the wine, heat to almost boiling. Do not boil!
Pour into heat proof pitcher, serve in mugs or punch cups, adding a few raisins to each
