Combine sugar, butter, cocoa andamp; milk in a saucepan.
Bring to a boil.
Continue to boil over medium heat for 1 minute, stirring constantly.
Fold in remaining ingredients.
Drop the batter onto waxed paper, flatten and let harden; work quickly so that batter doesn't set before being shaped.
An alternate method is to lightly grease a 7 x 1 (or 8 x1) pan and pour the entire mixture in.
Let set and cut into squares.
Store in an airtight container in the refrigerator.
